Ok, first off Millie Cyrus DOES NOT have curly hair. It's barely even wavy.
The only thing that helps curly hair (at least it helps mine) is Elasta QP followed by some TresEMME mousse.

Go to your hair dressers and ask for extensions. It helps your hair be curly/wavy and long, and it looks awseom! Like Miley Cyrus hair, it's long and wavy and curly sometimes and it looks great!
